f9cabe3b11 Wiring Fixes to Packed (#5336) 
* Fixes the atmos in the DJ satellite on Packed. Also fixes wires so they no longer go through walls.

* Doors no longer permanently glow orange + logic tweak

* Fix server-side order of operations for deny animation timer
